About Hometown
Hometown Financial Services, Inc. is a Texas company that runs payroll, taxes and paperwork for families who direct their own care through Texas Medicaid's Consumer Directed Services (CDS) option.
What Hometown does
Hometown is a Financial Management Services Agency (FMSA). In the CDS option, the person receiving services, or their legally authorized representative, employs the attendants who provide their care, and Texas requires every CDS employer to work with an FMSA. We act as the employer's agent for payroll and taxes: we pay the attendants, withhold and deposit their taxes, file the employer's returns, track the budget, run the background checks and keep the records HHSC and the health plans expect. The family keeps every decision about the care itself, including whom to hire, when they work and how the care is done.
What Hometown isn't
The lines matter to families and to the state, so it is worth being plain about them:
- Hometown isn't a home care agency. We don't provide care, and we don't supervise the people who do.
- Hometown isn't a staffing service. We don't recruit or place attendants; the employer chooses them.
- Hometown isn't a medical provider, and nothing on this site is medical advice.
- Hometown doesn't approve services or budgets. Your case manager or service coordinator authorizes them, and we administer what they approve.
How Hometown is paid
Texas Medicaid pays each FMSA a monthly fee that HHSC sets, and the rules require an FMSA to accept it as payment in full. Families never receive a bill from Hometown, and because every FMSA receives the same fee, the only way we can earn a family's choice is by serving them well. Families can also move to a different FMSA at any time, which keeps every FMSA honest, including us.
Where things stand
Hometown isn't open for enrollment yet. As of this writing, we are completing our enrollment and contracts with HHSC, the Texas Medicaid & Healthcare Partnership (TMHP) and the managed care organizations, which is what allows a family to choose Hometown as their FMSA. Families who join the waitlist get a call when enrollment opens for their program, and this page will say so when it does.
